License needed to sell AD&D rider?

If someone has a Life license, do they also need a Health license to sell AD&D riders - or will just the Life license suffice?

Or is it that some carriers and/or states require also the Health license to sell those riders?

Also, can a Life only agent refer a medicare sup and split commission with the Health agent?
