I don't think California has considered that being totally lopsided in favor of policyholders and giving the finger to insurers might be part of the problem

I thought the use of the phrase "At Capacity" might be intended as a bad joke.

I was able to call in a hear 5 seconds before their system dropped me. The only part I heard really was "...your customers calm..."
