Marketing health plans on the state exchange

My primary focus is medicare, but I was advised by my agent manager to become a broker on my state's marketplace (Pennsylvania). They said since you're listed on the site, whenever someone asks for help, you show up. Well in the last year I've gotten maybe 4 calls. It's no big deal since my medicare business is doing well, but since it's a bit slow, I want to figure out how I can get the pre-65 health business up and running.

Is there anyone that is just on the exchange and successfully actively generating their own leads? Thank you.
