Marketplace Account and SEP

As hundreds of clients got insured through Sherpa or ACA, this means they really don't have a Marketplace account. How would I (as their agent) or themselves proceed to create an account during SEP?
I can't find an option without getting the questions regarding if I qualify for SEP.
