Med supp via HRA employer group

I have a client telling me she's turning 65 and can't take out supplement with my agency and has to take the supplement through employer plan or else she'll lose her HRA allowance. That's fine. But how do we as brokers get appointed with these types of plans to sell to group med supp sales? Is this only through captive group sales through the selected carrier? Thanks

Go to work for one of the consulting houses that set up and "manage" these plans . . . or set up your own deal for large employers.

Mercer, Towers Watson and a few more are quite active in this market.
