He gets it mixed up with the 57 muslim states (somewhere in the world).

I think we should allow the old-school style of reinsurance groups and community assurance programs for those who got royally stiffed by the premiums from the affordable care act. Everyone in your group contributes to a conglomerate HSA or similar with tax-deductible contributions. The constitution wasn't meant to police the people or mandate their health insurance, it was meant to restrict the central government and ensure the rights and freedoms of the people. Life, liberty, and the pursuit of "Property" before they changed it to happiness.
