Street Level UHC ACA Contracts?

Is it possible to get better then the street level 8 %, without assigning commissions, that I get having a direct contract with UHC for both on and off exchange plans ?Wasn't going to bother looking because I thought it was the same for every agent until another local agent told me he gets significantly more albeit with production requirements.

Searched the forum any couldn't find anything on this.
