Just confirmed with HC.gov:

Dunce cap award to me, for answering yes to the question "are you eligible for employer coverage"; (because it hasn't ended until tomorrow) answer should be "no". Then later, answer "yes" to losing coverage in next 60 days. Silly me, using technically correct facts to answer.
So, no, they are not measuring the affordability of COBRA, but if we answer that people losing coverage still have employer coverage, it will ask related questions and measure affordability of the plan as entered. So don't do it when applying due to SEP, losing coverage.

And, even though the printed eligibility letter still says they have to sign up by 15th of the month to get coverage by 1st of next month (why, oh why) the actual online enrollment area says if they apply today, they will get 8/1/14 effective date.

Putting this up here, just in case someone gets that rare person whose employer coverage is actually not affordable by the 9.5% rule, the HC.gov application now calculates that for us.
