If you're calling residential it's illegal. What are you trying to market for and why are you interested in using such an assaultive lead generation method?

Well put, try a failed concept but loose less money.
I can't tell you how many of these I get on my residental and business phone lines. Anything from saving money on credit card processing, uverse cable, "taking care of my final expenses".
