For in-network services, PPOs are more expensive than HMOs,
for emergencies, PPOs and HMOs are the same,
for out-of-network non-emergencies, PPOs are far more expensive than the original Medicare.

If someone needs out-of-network non-emergency work regularly, he is probably healthy and wealthy enough to get on a supplement plan

so why are so many PPOs coming to the market?
 
You are asking the wrong question. Most agents fall into the same trap. They think the sales hinge on dollars.

If you handle it right the decision is made on access to health care.

Projected dollar savings are meaningless if you can't obtain the care you need and want.

Seriously . . . how many folks can accurately PREDICT when or if they will need health care and also be able to tell if the provider is par or non-par?
