Employer Contribution Rule

I just learned that our Blue Cross Blue Shield here in Arizona has discontiuned the employer contribution requirement in there small group medical plans. What are other carriers and BCBS doing in your area ?
 
Todd Doxley and I are both Arizona agents, and we have been discussing this issue today by email. In addition to dropping contribution requirements, Blue Cross also said individual plans are valid waivers and do not count toward participation.

So, what is their strategy? Will this implode small group since the employer can pay nothing toward the cost? After all, group plans cost a little more than IFP plans with the same benefits and network.

Or, since the non-discrimination laws are delayed, will this allow group to survive by letting Class 2 qualify for subsidies while Class 1 can keep group insurance? After all, 0% contribution will make it more likely that the employer-sponsored plan is "unaffordable" for many Class 2 employees.

Or was the intention to increase CHOICE, where a business could have a group plan and yet employees could choose subsidized IFP too, provided that the group plan was "unaffordable"?
