How Do You Alter a PDF File?

Since this is insurance-related, I thought I would post in this section.

I have a PDF file furnished by one of the major companies I work with. It is a beautiful colorful benefits summary of their HMO plans.

Unfortunately...at the bottom of the page...it states, "pleas call 1-800... for additional information." Of course...that's their direct number.

Is there a cheap program I can buy (or a free one) that allows you to edit a PDF file?
