Correct. You see, Obama when he was making all his demands, forgot to think that he maybe should make it illegal to walk away- for these companies, he never planned on them exiting the market. He should have said, "If you are writing now, I will make you keep writing, illegal to walk away." But he didn't. So most will walk. A few companies will stay, we will have a monopoly which is easier to control for the government. Easier to control one or two companies- rather than hundreds.

That's all fine and dandy, but Obama took all the power from the individual states and the state insurance departments and gave it to the feds. He does not care about state fines, he made insurance a national issue. Then the state insurance commissioners had a big meeting and instead of telling Obama and Sebelius to go to heck, they bowed down and kissed their feet. So there is that. I think insurance commissioners are getting tired of regulating this stuff, or something.

Premium Revenue...lets not forget they will be assuming the burden of all those new medicaid beneficiaries after the first 2 years.....

As I recall, only a few states got a deal, with NV being one of them to get federal Chinese dollars to offset increased Medicaid rolls. I believe NE and LA also got deals in exchange for their vote for Obamacrap.

The rest of the 57 states have to pony up the full amount, or at least their share (which is up to 50%).

Most states are having trouble funding Medicaid & SCHIP now. Won't get any better with 16 million new looters and moochers on the rolls.

What is the penalty if a state just decides not to participate in Medicaid anymore?

Participation is voluntary, but all 57 states participate.

Penalty for not offering Medicaid is all the poor people leave and go to another state.

I have no idea what the real penalty is, but I suspect there would be a withholding of other federal Chinese dollars.

Correction to my earlier statement, the minimum states must pay is 50%, not the maximum. The secret formula is kept in a hermetically sealed mayonnaise jar on Funk & Wagnall's porch.

I'm going to make an offer. 56 states should stop offering Medicaid. This will leave CA as the only state housing poor and illegals.

I see no downside to this as we all know that goal of the socialist legislators here is to take care of the poor, downtrodden and undocumented.

Off hand, I can see quite a few states going from broke to huge surplus just by dropping out of Medicaid. Add in all the other Federal/State welfare programs...
