Are ALL stand-alone PDPs $0 premium for LIS recipients?

As I was reading the 2024 Information, I filtered in Full Extra Help options and found that ALL PDPs (even the most expensive Cadillac plans) all present as $0 premium! Up to this, only a few were $0 premium with discounted premium on the rest. What gives?
 
wellcare had quite a few questions about this on their certs. Only the classic for that one for sure. Not sure about every state, but michigan, def not.

That’s because in 2024 all lis is full lis . So the old 25,50,75% is now 100% . 150% or less poverty levels is 100% lis . I went thru all my lis people with regular plans that had partial lis and will move them lis plans with zero premiums .

Found 5 plans, I believe at least 2 of them don't pay commissions. Will confirm.

Now this: from Medicare, 2024 all LIS have $0 premium and pay the reduced amounts for prescriptions. for 100% LIS.
