I'm sure she did know but what difference does it make? Of course the settlers app does mention "mental retardation" so she was just following the company line.

I was just responding to your post asking what kind of guardianship paperwork would mother have for her sons. If her son is of legal age (18+ years old) but developmentally disabled, his signature might not be binding. Therefore, the insurance company might require a legal guardian to sign or assist in signing the contract. But perhaps, they don't need it...
