define "short term" as that will determine who offers any such product.

tons of carriers out there that offer MYGA annuities that look & function much like some CDs in being able to lock in a rate for 3, 5, 7 or 10 years.
Here is a website for MYGA products you can sort through by putting in exact information. looks like most 5 year current rates are between 2.1 & 2.9%. Multi-Year Guaranteed Annuities Rate Table | AnnuityAdvantage
Find a good Annuity IMO so they can help you through the features & details that matter to your specific client in terms of liquidity, surrender charges, etc

Right now, I'd write Oceanview. That will change in about a week if this year continues the way it's been (carrier rates are moving all over the place).
I stick w/ A- rated carriers or higher so you may be able find better.

SILAC has had decent MYGA rates as well but I agree Oceanview could be good as well especially since they fixed their customer service issues. It seemed as if they had 2 people answering the phones when they first rolled their MYGAs out about a year ago. If looking for a Indexed annuity Great American has a great 5 year product. They also have a 3 year but caps are low. One more MYGA company would be ELCO mutual as they offer a 15% penalty free amount after year 1 and decent rates but they usually contract direct so your IMO will not mention them.
They didn't even have an agent-facing website until recently.
