Can health insurance companies exclude cancer all together?

Health insurers can no longer charge more or deny coverage to anyone because of a preexisting health condition like asthma, diabetes, or cancer.

I was told by BC I had to buy in exchange which is more money because of PreEX rather than buy off-exchange

it was either issue of decline or exclusion I forget which its been a couple of years since I looked at it

But I got a clear understanding from multiple sources that the only way I would have the cov I need is through the exchange Because of my own and my sons preex

Have so many been wrong? I must have spoken to 4 or 5 dif reps

I am confused now

What then is the purpose of the exchange?
