Can I sell in states that I am not licensed in?

Hello everyone,
I am new here and have a quick question. I am very green in the life insurance world. I’ve gotten several potential clients asking for quotes from different states. I’m only licensed in CA as of now. How would I go about getting those clients insured? Is this something I can do? I’m with a non captive IMO
 
Yes I plan to get licensed in more states. Splitting with a agent solves the problem for now
 
How does an agent pay someone that is not licensed in that state?
You are going to trust someone you don't know to pay you and then send you a 1099?
I wouldn't do this if I were an agent, what if it lapses and there was a chargeback?

Except Illinois, Hawaii and a few others. Last time I renewed my Illinois license it was something like $350.

Ridiculous (but again, almost any policy pays that back but still...)
