Does Medigap Rate Change when Subscriber Moves?

I know in CA both Anthem Blue Cross and Blue Shield CA allow anyone who purchased their Medicare Supplement and moves to a new state to keep the supplement they purchased in CA. I always assumed that the rate would be based on the last CA zip code in which they lived.
 
Supps are guarantee renewable. If a insurer operates in the new state they can and probably will rerate at least on the policy anniversary. I've seen two do this. I've also seen one of those companies not reset rates if they did not do biz in that state.

With both Anthem and Blue Shield, if you move out of state, your rate will then be based on the most expensive rating region.
