Payout is so low it doesn't make for a big debit.

If it was me, I would call up Monumental or get on the agent site and get the policyholder contact info. I would call the policy owner myself and re-write and send reinstatement forms via certified delivery (Its maybe two bucks at the post office). If the policyholder isnt interested or reachable, Id tell my internal wholesaler/sales manager to roll that debt up because you cant conserve. If that doesnt work, ask for the agent contract and background/vector check that they should have done. Either way, unless you are the top of the hierarchy, they can roll that up to your upline manually anytime they want. Especially if you try to conserve and get nowhere.
