Never had this (and it's not my claim thank god..) but if an insured's car is stolen & that guy does damage to other vehicles while fleeing/joyriding...can that fall back on the insured?

anybody can be sued. His insurance company should protect him as long as he files/filed a police report.

It's unlikely that liability would follow. In one case, a driver left the keys in a running car, it was stolen, and the thief killed someone during a police chase. The victim's survivors sued on the basis of negligence. The suit went nowhere, not to say that others have failed.

I've had carriers pay - one situation a drug addicted son broke into his elderly mother's home - stole her jewelry and her car and fled for about a mile and stopped after hitting three cars. The auto carrier paid for the damages to others and the mothers vehicle as well as the stolen jewelry on homeowners portion.
