Yeah, I thought that was the case but confused myself by over-thinking. Voluntary loss of coverage (quitting the job) creates SEP as long as they don't sign up for COBRA.

Just to clarify in case anyone reads this wrong:

Quitting job is voluntary loss of coverage and generates SEP, but not all voluntary losses also create SEP.

Voluntary loss of coverage is not an SEP. This means choosing to terminate, choosing not to pay resulting in termination, or choosing to violate the contract resulting in rescission of the policy.

If you happen to lose coverage due to a life decision (changing jobs, moving residence, divorce), even if the decision was voluntary, the loss of coverage counts as an SEP.
