QLE or SEP Leads

My apologies if this has already been asked.

Has anyone figured out a way outside of standing outside of the local jail to acquire QLE/SEP leads?

Moving lists didn't work because the move has to be out of state or out of the specified coverage area. The 2 companies I tried were both flops.

Unemployment is a hit or miss. Generally the income was so low they fell in the Medicaid gap (provided the states didn't expand Medicaid) or qualified out right for Medicaid.

Adoption agencies I think would be a challenge due to confidentiality clauses in the agreements.

Government offices seems to be a possible option, I just don't know if you can purchase bulk records with contact data.

I was looking for more of a data broker as a go to to acquire that information.
