Since when did Kemper start doing GI on age 20?

I noticed on fed quotes kemper does GI down to age 20 . When did they start writing that young?

From what I know it’s been a dead product for years. They don’t contract any agents or have anyone in the indy space selling them.

The Kemper GI product was resurrected in November 2020. It is my understanding there is a limited distribution channel.
