There may be an easy and legal way but there is no ethical way.

The book doesn't belong to your family member, it belongs to the captive company.

You would have to rewrite every policy with a new carrier, with the clients consent, there is no way to 'roll' the book. Ethically, your family member can't give you a list of the carriers clients, which, is what it would take to 'roll' the book.

In other words, there is no good way to do it.
