NTM DSNP Enrollment

Why won't Medicaid allow Medicare Beneficiaries to enroll in the system before their birthday? Currently I enroll someone in a core plan (because they don't yet have Medicaid status) then switch them to a DSNP after Medicaid enrollment. Then Humana takes away my true-up!
