This is definitely something I run into quite frequently and seems like coaching the clients may be occurring during the application process, it is my understanding that they have a phone interview.

Yes, they do. My clients would tell me stories of the ridiculous antics of the writing agents waving their arms and shaking their head no when the item in question came up. This phone interview protects the agent even though they are the instigators of this madness. The company has a recording of the client saying "no." Nothing we can really do here other than get the client in a legitimate situation.
