Veronica, as someone that has generated hundreds of thousands of leads and seen thousands of agent websites, all the content in the world is not going to rank your site. You need to convert to Wordpress or work with a developer to bring your site into at least 2014 standards. That is honest advice so you are not barking up the wrong tree.
A few things:
1. Go to google right now and search some long tail keyword: something like "life insurance for scuba divers" or something. Go to each site and look at layouts, their lead capture forms etc. Compare them to your site. Consumers, even if they hit your site, would immediately abandon you.
2. If you stray from SEO, then you need to look at doing PPC. You are against companies that have been doing PPC for 2 decades. Going to be hard to compete with them.
3. You need a way to capture leads on your site. This can be a simple form from wordpress or whatever site builder you are using, or check out NinjaQuoter.com to show live quotes right on your site.
