They require live proctors. If they actually verify the proctors idk.

Could be. All I know is the instructions want to know the name, address, phone and SSN of my proctor.

Check your state Ins website the proctor requirement may have been waived.
Use your neighbor or friend.
Unless you're trying to do NY (where you have to be a state-approved monitor), most states let you use anyone who isn't a relative.
It is...Nevada requires one for some types of CE.

he State of Georgia has mandated the rules for taking this course and/or exam. In particular:
- You must pass the final exam with a score of 70 percent or greater.
- Exam Proctor Requirements: Exam Requirements: Self-Study exams are closed-book and must be monitored by a disinterested 3rd party. Monitors shall NOT serve for examinations of family members or relatives or dependents, employers or supervisors, employees or subordinates, partners or joint ventures or co-owners, or for anyone in whom the monitor or instructor has an economic or other interest in assuring the successful outcome of the examination.
