"Articles of Chargeback" should be required and voted on before the customer can charge you back, it should require a majority vote to allow it :D

There is usually a quid pro quo behind it: The replacing agent says "we don't want to have to do a whole lot of extra paperwork so we're just going to act like you don't have that other policy. We'll just let it lapse and I'll get you this one for $1 less a month."
 
We don’t want to be a “whistleblower” over whether the alleged “other policy” ever existed.

Once we show the actual pre-existing policy as evidence the whistleblower becomes irrelevant, except as a weak defensive diversion.
 
That's what was so nice about the olden days in the car business. Back in those days, when the taillights hit the curb, or if it was just burning gas, it was a done deal. There was no bringing it back bullshit. Those days are long gone.
