Commercial Liability Question

I insure a medical office that is a rehabilitation center for drug and alcohol abuse. I handle the BOP & WC not the professional.

The office is looking to rent apartments near by to house some of their patients as part of their treatment. The patient pays the business, business pays the apartment complex for renting a unit.

The carrier on the BOP does not want to cover the liability on these locations and I cant seem to come up with what type of coverage class I can provide to make sure this part of their business is covered?

Any ideas or carriers that would do this?
