What carrier is underwriting that? AIG? Victoria? Progressive? I believe those will sell to clients without an SSN as long as client has an ITIN.
Or maybe the carrier is a fraternal in some low-regulated state? Frats often can fly below the radar of insurance commissions unlike non-frats.
Perhaps a foreign domiciled carrier?
