For link juice, yes. However, in Local SEO, citations don't have to be follow/no follow. However, the NAP (Name, Address, Phone and website) needs to be consistent as on your website.

Backlinking is a slow, methodical game. I use HARO. I probably get about 1 link a week or so.. just know that it's a slow grind

Google has a big push these days towards "authority" so if you're posting under your own name with your unique content and that content is being shared, social can be useful even though links may be nofollow.
