Is There Something Non-compliant About this Marketing Piece?

I would venture to say it was a bad list from UHC. Sounds like they were trying to merge two databases (past UHC members with income levels) and if they did not have the income level, maybe it defaulted to $0 and they received a letter.

However, that is just a best guess on my part...
