Backlinking does matter, but mass trash links as said aren't near what they used to be. Bings algorithm still falls for them but it would be dumb to focus on that.
High pr links and contextual article backlinks stop work great, same with blog links, comment links, etc.
I don't foresee a day when there is no value to linking, unless you think that the large corporations are going to get sopa/pipa passed, then control the whole Internet by killing search.
There isn't a good way to gauge quality without looking at the content and backlinks and activity.
It seems to be moving more to social likes and + 1 and bookmark signals, but that is easier and cheaper to manipulate than article linking was.
