CA pic is accurate.

My point in my visual is that no one wants to be the larger pic. They are all pulling levers to slow down the flow that has been pushed their way. This is what happened in CA before your pic became a reality. The ones left writing could not handle the flow pushed their way, so they too pulled levers.
