What Programs Do You Use?

For all you guys that create your own pieces what program do you use? I had a Chem-Dry carpet cleaning franchise years ago and I did a lot of my mailing myself. I would take I think 30lb paper and design a 8 x 11 1/2 sheet and then cut into four 5 1/4 x 4 pieces. The problem is I forgot how I did it because its been so long ago. Lol!
Any help would be appreciated.
