It's not your clients utilization specifically. It is the utilization of like policies within a particular block.

Think of it as an experience rating of like policies.

It has nothing to do with your clients wellness visit.

Exactly. Plan type, age of client, sex of client, location of client etc can all determine experience rating.

Sam, did Blue Cross of Illinois remove their 1 year rate guarantee? I've never had a BCBS-IL individual policy increase its premium in the first 12 months.

got off the phone with BCBS & they said its because of the new healthcare law any policy written after March 23rd is subject tho the rate increase because of all the 1st dollar coverage for wellness and other exams.

"Utilization increases" are nothing more than a fancy term for "rate increases".

BCBS-Tx never had a 12-month initial rate guarantee in their "contracts". Their contractual obligation was a 6-month initial rate guarantee (even though they often kept initial pricing the SAME for 12-14 months).

We're currently seeing "utilization increases" on BCBS-Tx policies that were purchased 6 months ago (after March 23, 2010).

Someone's gotta pay for all that "free" ObamaCare.
