Workers Comp Markets with 100% Subcontracted Work?

Does anybody know a market for workers comp for a small contractor that subcontracts 100% of his work to other companies who perform the actual work? He is essentially a middleman. He has a few employees, but they are just office workers. The office workers and himself would have coverage. I've found a few markets, but they want $15-$20K minimum premiums. This would be more like $1-2K. Most markets will only allow 30-50% subbed work. I'm looking in NC & SC.
