Does it mean that a non-par provider would bill the carrier over and above UCR? I wouldn't think the MBA would be billed since he would be Medi-Medi. Or is it like a DUAL CIP (Care Improvement Plus)?
 
I think you are asking about MAPD PPO policies that are designed for "dual eligible" individuals. These are people who are eligible for both Medicare and Medicaid.

The plans are also known as dual Special Needs Plans (dSNP).

You can expect these plans to be very robust. The will have lower copays or $0 copays for most services.
