I was thinking of having a client appreciation luncheon. If I invite my clients to an event that has nothing to do with Medicare, do I have to abide by that $15/person rule? Or if I just have a party for myself and invite my clients? I know it may be silly to ask but since CMS has so many rules, just wanted to check.

So long as you aren't promoting PART C or PART D - doesn't matter. You can promote Sup and Ancillary's all day long.

I wouldn't break it down "per person" and would just create the Event and whatever expenses are incurred - they will be a "Business Expense" that should be deductible against your gross income. May want to check with a CPA.
