The pass rate has been in the 14-16% range for a number of years, regardless of how many attempts are made. The licensed force turns over in the 34-36% range annually. Combined, the churn rate is about 60%.

Now when I said "pass rate", I didn't factor in those who didn't even stick around long enough to take the test in the first place, which you could be indicative of a whole new set of issues.
