I was approached the idea yesterday and was told the avg closing ratio is 30%

I was told I should not have a voicemail active. If a call goes to voicemail it's a billable lead.

It's ideal for tele sell or e app, but a bit pricey

I would say that 30% closing is not only a lie but an outrageous lie. If they start with such a lie then why continue a conversation with them?

As a guy who owns a call center, JD is correct.

10 is doable, but no shoe-in. 15 if you're a really strong telesales closer.

30? You would be, my guess, roughly the greatest telesales agent on earth or ever conceived by God in the history of human kind.
